The European Commission has confirmed in response to a request from the European Parliament that small and medium-sized businesses will not receive any exemptions or benefits under the new CBAM steel and carbon regulation regime.
From 1 July 2026, the EU plans to introduce 50% duties on steel imports in combination with the already existing CBAM system. The new rules will apply equally to all companies – regardless of their size and scope of activity.
Companies will be required to meet a full set of requirements: registration in the system, calculation of carbon emissions, purchase of certificates and regular reporting.
The Commission ' s response does not specify any exemptions for SMEs or individual burden-relief mechanisms, which in effect establishes a single regulatory regime for the entire sector.
